The objective of IT Quorum is to facilitate placement of contractors in hard to fill positions. You only need to explain to the client that a slightly flexible attitude to working hours will be required to allow a minority of the work to be carried out off-site if necessary. This can be arranged with individual clients. It is a quick and easy process from the agencies point of view since it need engage only one contractor through a limited company.
